The state’s Child Care Financial Assistance Program (CCFAP) has been underfunded for decades and is no longer working as intended: providers receive reimbursement rates that are lower than their costs to provide child care, the current benefit scale includes multiple cliffs, and more families are in need of financial support. In spite of recent, small gains in funding for CCFAP, thanks to advocacy by the Alliance CCFAP work group, there is still a long way to go to make the program work for children, families, and child care providers.
